A Note On Changes In Japanese Government
Statistics
Beginning in calendar year 1996 and fiscal year 1996 (started
April 1, 1996), the Japanese government implemented several
changes in its statistics-reporting practices:
- Balance of payments restructured. New reporting
methodologies and classifications provide a much clearer picture
of Japan's capital flows and much greater information about its
services trade (see JEI
Report No. 20B, May 24, 1996). Unfortunately, it
is impossible to compare earlier balance of payments data with the
current set of statistics. This year's statistical profile uses
the new reporting format introduced in
JEI Report No. 46A,
December 11, 1998 (Table 1), but presents the old format
as well where possible (Table 2).
- Data reported only in yen. Before 1996, balance of
payments data were reported only in dollars and no exchange-rate
information was provided. Trade statistics were reported in both
yen and dollar terms, with the exchange rate calculated and
reported separately for exports and imports. With dollar-based
figures and trade-based exchange rate information no longer
available, all yen figures from 1996 onward have been translated
into dollars using the appropriate period-average exchange rate on
the Tokyo market as reported to the International Monetary Fund
(Tables 7 and 8).
