*Beginning with FY 1995, the flow and stock figures are not comparable to those for earlier years since the data were published in yen rather than dollars as previously and no cumulative numbers were released. The yen figures were converted into dollars at the following average exchange rates: FY 1995, ¥96.44; FY 1996, ¥112.64; FY 1997, ¥120.99; FY 1998, ¥128.03; and FY 1999, ¥111.54. The resulting numbers then were added to the dollar-based stock figures for FY 1994.
